City of Clinton NRCS EWP Slope Stabilization - Camp Garawya Site

  County: Hinds
Category: Storm Water

Due to heavy rains, the ditch along Camp Garawya Street was causing severe slope failure next to an existing residence. The ditch receives runoff from a 12-acre lake through a 36\" CMP. Below the pipe is an 8\" water main in casing that was threatened by the erosion. The exiting pipe was extended eight feet and rock rip-rap was installed for sixty-five feet up the ditch to protect the existing slopes of the ditch. The entire ditch was armored with grouted, 200-pound rock rip-rap on filter fabric. Repair of the ditch and installation of a key-way has stabilized the slope from further sliding. Project construction value was $18,000.

Clinton SCADA Phase 1

  County: Hinds
Category: Wastewater

The City of Clinton was just completing the construction of their 3.5 MGD Southside Wastewater Treatment facility in 2000 which utilized extended aeration treatment processes. The addition of a full scale mechanical plant, which replaced three lagoons, raised the importance of immediate notification of mechanical failures at the treatment plant. WGK was hired to assist the City in implementing a new SCADA system to provide for this need. WGK’s role was to guide the City through the process and provide critical guidance regarding systems and configuration as well as operations of the new SCADA system. It was determined that the city’s sewage pump stations would also be included in the new system. The system was also designed as the back-bone of a future water system SCADA system. When the City was ready for this next step, the necessary hardware and capacity would be readily available. WGK began by presenting the various systems and technology available for SCADA. Site visits and technical presentations were organized and set-up by WGK to help the City understand the decision and options they would be selecting. Ultimately, the City chose Control Systems Inc. of Jackson, MS for their SCADA supplier. A three-way team of City of Clinton Representatives, WGK project engineers, and Control Systems was formed to design the system that would meet the desires and needs of the City. It was determined that, since the City used a contract operator of their wastewater plant and pump stations, operation control of the wastewater components would not be provided. WGK and CSI researched the available signals provided at each pump station and the wastewater treatment plant. While the system would monitor all signals and notifications, a critical alarm list was compiled to reduce shear number of alarms that would be received on a daily basis. Only those alarms that had critical operational or maintenance related needs were sent with high priority to the City and it’s operators. Since the City did not need full-time operation of the plant and pump stations, a system would notify operators, via cell phone technology, during off hours and weekends when immediate attention was needed. The system has been successfully operating for over 5 years and is meeting the operational control and alarm notification needs of the City.

Clinton SCADA Phase 2

  County: Hinds
Category: Planning & Evaluation

In 2002, the City of Clinton was ready to add SCADA to their water system in conjunction with several other water system improvements. The city operates approximately 10 wells and four elevated water tanks as well as several booster stations. The City desired to have operation control over their water system components in order to immediately address needs as they arose. Once again, WGK teamed with City officials and Control Systems Inc of Jackson to design and implement the new addition to the existing SCADA system. WGK had previously assisted the City in implementing SCADA for the wastewater treatment system. This system was designed with the necessary capacity to add the water system in the future. WGK’s role was to guide the City through the process and provide critical guidance regarding systems and configuration as well as operations of the new SCADA system. It was determined that three of the City’s operators would have access to the operational control components of the SCADA system. This aspect of the water SCADA was password protected to provide for security against accidental changes and vandalism. The entire water system SCADA information would also be password protected so that the City’s contract wastewater operators would not have access to this information. New meters were provided at each water well to track water production. The signals were incorporated in the SCADA system. Clinton’s water system operators are very pleased with the SCADA system they have received. It is a great help in daily operations as well as being able to deal with problems that arise during off-hours. Internet access to the SCADA system by the three critical operators via laptop computers allows problems to be addressed and corrected remotely, even when the operators are out of town on business or personal vacation.

Clinton Sewer Rehabiliation

  County: Hinds
Category: Solid Waste

The City of Clinton identified eight sub-basins within its sanitary sewer collection system where excessive inflow/infiltration periodically produced operational problems. A significant area of concern was the Olde Towne Clinton district, where the historic brick streets were settling over old clay pipes. WGK worked with the City to perform an SSES evaluation of the sub-basins, identify areas of needed repairs, and prepare plans and specifications for the work to be performed. WGK worked with the City sewer maintenance staff to perform smoke testing of sewer mains to identify main line breaks, service line breaks, and storm sewer cross connections. WGK used the results of the smoke testing to identify approximately 36,000 linear feet of mains for its sub-consultant to clean and evaluate using CCTV inspection, and to rate each line with respect to its deficiencies and condition. WGK also cataloged and inspected the manholes in the areas. The recommended repairs included point repairs to isolated breaks, pipe bursting and replacement of 4100 feet of main, conventional sewer replacement of 800 feet of deteriorated lines not suitable for cured in place pipe methods of rehabilitation, and 24,000 feet of cured in place pipe rehabilitation. Approximately 70 service laterals were remotely lined. Working with a limited budget, WGK prioritized the repairs and prepared detailed plans and specifications governing the work. Bids were received well within budget and the project was expanded to include additional repair items. WGK administered and performed construction review of the project which was completed on time and in budget.

Lindsey Creek Drainage

  County: Hinds
Category: Storm Water

Structures, Levee and Erosion Control

In order to provide for adequate capabilities for existing conditions and properly prepare for anticipated development, the City of Clinton has taken a proactive approach in dealing with issues as they pertain to storm water drainage.  Numerous work efforts and projects have been undertaken in recent years to design and construct improvements to the natural and improved drainage courses within the City.  These improvements have been made to provide for adequate runoff capabilities to maintain existing capacities as well as to ensure that flooding does not increase due to new construction.

In 2002 The City of Clinton hired WGK to undertake a preliminary study of the existing drainage facilities along Lindsey Creek to ascertain whether or not they were actually capable of transporting the existing storm drainage runoff and what if any improvements would be needed to provide for existing and/or anticipated drainage flows.  WGK performed extensive surveying field-work in support of the analysis of the existing drainage facilities.  Drainage analysis was performed using available and accepted engineering/hydraulic programs including WIN TR-55 and HEC-RAS.
